The Cyprus Presidency of the EU Council together with the Transnational Cooperation Programme MED and the Neighborhood
Cross-border Cooperation Programme in the Mediterranean Sea Basin ENPI MED will hold their first joint conference in
Cyprus on October 24th and 25th 2012.

This initiative is of particular significance in the context of preparing the future 2014 - 2020 programmes as it marks a
further step in our policy and our institutional relations towards a better coordination of European policies destined
for the Mediterranean.
Both programmes represent significant financial tools for regional and neighborhood policy development and enrichment of
economic, institutional and human resources on both sides of the Mediterranean shores. Important results are being achieved
and during this conference the synergies and complementarity between the projects of both programmes will be highlighted;
opening a debate between policy makers, International Organizations, Mediterranean institutions and civil society. This
would lead us to sketch possible scenarios of an integrated cooperation in the Mediterranean basin within the framework
of the future programming period 2014 - 2020.
The role of Europe in the support of this process is undeniable. Reflections developed by the European Commission, the
European Parliament, or dynamics created by the Union for the Mediterranean and the Euro-Mediterranean Regional and Local
Assembly deserve to be confronted and put into synergy. The meeting in Cyprus should offer the channels to better seize the
existing potential to reach a well-balanced and fair development of territories between all sides of the Mediterranean. This
aim is in line with the Cyprus EU Presidency priorities for working "Towards a Better Europe".
This joint Mediterranean conference aims to find common ground with all actors concerned and give shape to strategies for
achieving a more coherent and coordinated territorial development model between programmes destined to the development for
the Mediterranean.

Cette initiative revêt une importance particulière dans le contexte de préparation des futurs programmes 2014 - 2020 puisqu’elle
marque une avancée dans nos relations politiques et institutionnelles; visant une meilleure coordination des politiques
européennes destinées à la méditerranée.
Les deux programmes constituent d’importants outils financiers pour le développement de politiques régionales et de voisinage,
la croissance économique et les ressources institutionnelles et humaines sur les deux rives de la méditerranée.D’importants
résultats ont déjà été atteints et cette conférence sera l’occasion de démontrer la complémentarité et les synergies existant
entre les projets des deux programmes en ouvrant un débat entre politiciens, organisations internationales, institutions et
sociétés civiles méditerranéennes. Ce débat permettra d’esquisser les scénarios possibles d’une coopération intégrée dans le
bassin méditerranéen dans le cadre de la prochaine période de programmation 2014 - 2020.
L’Europe apporte un soutien indéniable dans l’élaboration de ce processus. Les réflexions développées par la Commission Européenne
et par le Parlement Européen ou les dynamiques crées par l’Union pour la Méditerranée et l’Assemblée Régionale et Locale
Euro-Méditerranée méritent d’être confrontées et mises en commun. La rencontre à Chypre devra offrir des moyens permettant de
s’emparer des potentiels existant afin d’atteindre un développement juste et équilibré sur chaque rive de la méditerranée. Cet
objectif est en conformité avec les priorités de la Présidence européenne chypriote travaillant pour «une meilleure Europe».
La conférence s’attachera à donc trouver des points communs en réunissant tous les acteurs concernés et à donner naissanceà des
stratégies facilitant la mise en œuvre d’un modèle de développement territorial davantage coordonné et cohérent entre les programmes
destinés au développement dans l’espace méditerranéen.
