Limassol

Oct 2024

Regulatory Authorities

The 60th European Platform of Regulatory Authorities (EPRA) meeting took place in Limassol, Cyprus, from October 23 to 25, 2024, hosted by the Cyprus Radio-Television Authority (CRTA). Held at the Atlantica Miramare Beach, the event made use of the resort’s modern conference rooms and its stunning location overlooking the Mediterranean Sea.

Approximately 130 delegates representing 45 member authorities, permanent observers, and invited experts attended, exchanging insights and discussing these timely issues in European media regulation.

The three-day meeting, chaired by Mari Velsand, opened with the Agora session, including updates from REFRAM, the French-speaking network of media regulators, and a dedicated segment on media transparency, spotlighting a presentation from the Cyprus Integrity Forum. Lefteris Adilinis brought forth the matter of media transparency in the Agora session, while Gil Moureaux presented on behalf of REFRAM, enriching discussions with perspectives from French-speaking media regulators.

At the core of the meeting were two thematic sessions focusing on the evolving role of media regulators. The first session addressed “The Impact of AI on Media and Implications for Media Regulators” led by content producer Roland Belfin. Key speakers included Professor Alexandra Borchardt, Jeannette Gorzala, and Cristina Nicolotti Squires, who discussed how AI’s growing influence on content generation, distribution, and personalized media experiences is reshaping the media landscape, posing both opportunities and challenges for media oversight.

The second thematic session, “Fighting Hateful Content – The Role of Regulators” curated by content producer Maida Ćulahović, emphasized on the ethical and operational responsibilities of regulators in managing online hate. Esteemed speakers such as Professor Jörg Matthes, Aedín Conboy, and Michel Winkels highlighted strategies to monitor and mitigate harmful content effectively, weighing the delicate balance between regulation and free speech.

In addition to the sessions, the gathering offered rich networking opportunities and the chance to discover Cyprus. A welcome reception at the venue hotel on the first evening allowed attendees to experience Cyprus’ renowned hospitality, with the island’s mild Mediterranean climate and the warmth of local hosts creating a perfect evening atmosphere. The conference dinner at Mezedopagida introduced participants to local Cypriot dishes, paired with traditional dance performances that brought Cypriot culture to life.

Rona Kassapis, President of the Cyprus Radio and Television Authority, addressed the Press during the EPRA Meeting, emphasizing upcoming changes in regulatory practices. She outlined the CRTA’s commitment to developing a comprehensive framework to supervise online content effectively, as digital media continues to expand.

The Cyprus Radio and Television Authority operates independently to ensure responsible oversight and regulation of the broadcasting sector in Cyprus, upholding public interest through promoting democratic principles, media transparency, and equal access to information.
