Paolo Favali is a senior marine scientist with over 40 years of experience in ocean observing systems, marine geophysics, and the coordination of European research infrastructures. He has served as General Coordinator of EMSO (from concept to ERIC), Senior Advisor to EMSO ERIC, and Research Director at INGV, leading large-scale, multidisciplinary initiatives at both European and international levels.
Throughout his career, he has participated in and coordinated more than 50 EU and nationally funded projects, including EMSODEV, FIXO3, ENVRIplus, and Eurofleets+. This experience has provided him with a strong understanding of project evaluation processes, including the assessment of scientific excellence, technical feasibility, implementation capacity, and expected impact. He is accustomed to working within complex, interdisciplinary environments and contributing to high-level strategic and operational decision-making.
In addition to evaluation experience, he has extensive expertise in supporting project implementation through strategic guidance, capacity building, and the transfer of best practices. He has worked closely with international organizations and initiatives, including IOC/UNESCO and EuroGOOS, contributing to the development of ocean observing systems and data management frameworks aligned with European and global priorities.
